I guess they wanted to keep everything the same; it would be less confusing. But this is just me thinking, what metalizard said is more likely.

Let's say Tornadus was able to learn Roost, and then uses it (or any other temporarly pure Flying type pokémon). It becomes a pure Normal-type for that turn. But before gen V, they would become ???-type. They removed the ???-type in gen V, giving even more purpose of existance to the Normal type. One curious case is that of Togepi which is just Normal-type but when it evolves, it gains the Flying-type as a secondary type, mostly because, as a Togetic, it gains wings.

I get your logic. I forgot that Missingno was Bird/Normal type (Thus it knows Sky Attack).

Heh...glitches in R/B/Y. Missingno was an actual pokemon. It was just like a uh....piece of coding that they thought was gone but wasn't. ACTUALLY there were some pokemon taken out (Spinarak I believe was one of them) that they didn't want to put in. They thought they took it out completely but NOOOOOO it stayed and appeared as this messed up blob of random in the game. Now that was all well and good...but it was never supposed to exist so when you would catch it the game wouldn't really know how to register it and thus it was Bird/Normal...and it would mess your game up bad (Glitch City, Hall of Fame Records, I think it evolved into Rhydon or something like that....lol Rhydon with Sky Attack xD). So as I said...Missingno WAS a pokemon but it was semi deleted but not enough that it wouldn't show up if you did the right thing in the game...aka...rid on where the sea meets the land on that one island.

The reason it's a glitch is because the developers didn't want it in the game, but it happened anyway. What you seem to be saying is like 'Driving through the walls is supposed to happen in this racing game, but the developers wanted it out but it got in anyway because it's supposed to happen.' Yeah :>

Either way, I don't think theres much point to this thread now. Metallizard pretty much won the thread anyway.
