Create a Basic Card that has synergy with itself.
Example:

Round 2: The Strange Synergy Of Old And New!
Create a baby and its evolutions that have synergy with each other. Riolu and Togepi are allowed. If you do Riolu and Togepi, you can make Togetic and Lucario basic Pokemon. Then, you may have Riolu and Togepi with Baby Evolution. You may still want to put Lucario and Togetic has Stage 1 Pokemon and have no Baby Evolution though.
