"Arceus, Arceus!" Latios cried. He was the only one still attempting to figure out the murderer using clues and tactics. The rest had all given up hope.
"Yes?" Arceus responded, doodling.
"I know who the murderer is!"
"All right, then. Tell me, and I will judge them."
"The murderer is-
"HOLD IT RIGHT THERE!" A voice shouted, and Lugia walked into the room. Inexplicably, a knife hit Arceus's chest, and Arceus fell on the ground, seemingly dead. Latios noticed that Lugia had another knife ready, and prepared to defend himself.
"I knew you were the murderer!" Latios yelled, hitting Lugia with his wing and sending the knife flying into the wall. Lugia stared at Latios, and Latios stared back. Suddenly, Latios pounced on Lugia, and the combatants crashed through the door of Arceus's room. Lugia pulled out yet another knife from his belt and held it above Latios's chest. Latios attempted to defend himself, but it was too late. The knife was driven into his flesh just as a second crash was heard.
Regigigas came running through the hall towards Lugia, furious. Lugia attempted to escape, but his effort was futile. Regigigas's hands closed around Lugia's neck.
"What are your last words, Lugia? Why did you do this?" Regigigas interrogated.
"Arceus- told- me- to," Lugia choked out, before Regigigas tightened his grip, and the color was drained from Lugia's face. His dead body fell to the ground as Regigigas went outside, finally free of torment.
A shrine was built to Latios outside of the Legendary Council Headquarters. The legendary council was no more, however, since Arceus had died. Rotom had attempted to meet with the few alive legendaries, but had failed. Regigigigas was walking among the gardens in which the shrine was built, picking flowers, when suddenly the shrine morphed into Arceus. Regigigas dropped all the flowers in surprise when he saw this.
"Hello, Regigigas," Arceus greeted, "I must congratulate you on killing Lugia. However, you are not the winner of my little game. Latios is." He chuckled.
Regigigas growled.
"You mean to tell me it was all a GAME?!" Regigigas shouted, infuriated.
"Of course, Regigigas, everything's a game," Arceus responded calmly, "and now, before you tell me too many innocent lives were lost, I shall tell you that I am reviving all who lost their lives during that time. I shall revive them in this very garden."
Then, with all the strength he could muster, Arceus raised his right hoof and gave life once again to Suicune, Celebi, Shaymin, Entei, Dialga, Darkrai, Uxie, Latios, Lugia, Jirachi, Deoxys, Raikou, Rotom, Ho-oh, Cresselia and Giratina.
A few days later, Arceus walked up to Darkrai.
"I have an offer for you, Darkrai," he whispered, making sure no one could hear him."
"What is it?" Darkrai growled gruffly. He had been unhappy with Arceus since the "game."
"You can be the master now," Arceus said smugly.
"What?" Darkrai perked up a bit.
"You shall run my game now! You shall control who dies, and who is the murderer."
Darkrai's eyes lightened.
"Of course, master," he chuckled, and then teleported into an underwater cavern to start running the game.

Latios is the winner that lasted till the end
