I don't understand; do you guys have a link of these banners on another person's thread? Before you can make an assumption, you need to back it up with some sort of link.
If not, there's no reason to accuse him for something you don't have any proof of. But true enough, paint could never add those effects to those banners you've made, especially the one with Giratina.
Of course, if you did make these banners, they're really good. Whoever did them is off to a good start. It would be a nice touch if you added maybe a border or something. I'm a big fan of borders; they just make them look nicer. The holographic effects are amazing; I need to make a banner with them. ^_^
