I'm not NameBlank, but generally 180 HP is reserved for the bulkier Pokémon, like Landorus or Lugia.
The main exception to this is Darkrai, one of the faster, frailer legendaries. Darkrai-EX? 180 HP and 2 retreat. Don't ask me why.

I haven't been active in the Pokemon TCG lately, so I'm not sure if this is balanced. Probably not.

The card seems just fine at the power level it's at.
2 Energy for 30 with a flip for 30 more is on things like Camerupt-EX, so that's fine.
Even if you have the requirement for the attack, 70 for 3 is balanced.
Fair Balance is just right in terms of damage (look at something like Venusaur-EX for comparison), and the discard effect is fair enough to make it so that the discard is moreso an annoyance.
No complaints. I don't see anything about it that's unbalanced.
