Need Help Creating a Casual Budget Formatless Deck

Hi!

Recently some friends bought a booster box, some decks and started playing casually. When they told me the first thing that came im my head was my old pokemon cards that I still had from my childhood so I decided to build a deck to play with then. After going home and look for some deckslist I discovered that all my cards are just shitty (most of the are older cards and can't even be played with the new ones).
So searched for some decklists but I found nothing that I liked (or could afford). I play Magic and the only list that I found that pleased me was greninja BREAK, I was going to build a budget and non-standard list but octillery is far out of my budget.
I would like a FUN and really CHEAP deck - doens't have to be competitive - and preferably a deck that I have to think while playing (not a just basic stomp fighting deck for example). Also, I found that most decks have the same staples (N~too expensive for me, professor juniper, level/ultra balls, lyssandre, shauna) and I'm counting that i'll probably have to buy then, but I don't know if there are cheaper/better options out of standard (We really don't care for formats, just wanna have fun!).
The only "recent" cards that i have are a gardevoir with a shitty pokepower that brings energy for damage and an Arceus Stormshaper Deck(don't know if is usefull). Doesn't necessary have to be a begginer friendly deck (I'm good with card games) and If there are some cheap pokemon cards with pokepower to use from my bench I'd like it too!

I used to run a fun Serperior deck. It's not standard legal anymore, and doesn't use a ton of really competitive cards, but it's decent. Here's the deck list.

Strategy: Use the Forest of Giant Plants to get out Serperiors/ Ariados. Get one Ariados on the bench to poison the opponent and get Serperior in the active. Use Ultra Balls/ Level Balls to search for Snivy/Servine/Serperior. Make sure to get a Muscle Band and a single energy on the active Serperior. Servines' ability is good when you evolve. When your Serperior gets damaged, use Super Scoop Up and put it back onto the bench with FoGP, using Servines' ability again for potential paralysis.

You can get Ns for about $2 if you find the right seller. Have fun with the deck if you decide to build it!

Also, I think that's your standard list, would you change any card (maybe more powerful or same effect - budget in mind...) that was not legal when you ran this deck?

No problem! Actually, there are a few cards that were just rotated out as of September 1st, those being AZ, Muscle Band, and Super Scoop Up. In case you didn't know, Phantom Forces and older were just rotated.

The reason I banished this to just stay in expanded is that with no AZ or Super Scoop Up, I lose the gimmick of trying to endlessly paralyze the opponent with Servines' ability. Losing Muscle Band also hurts because I can't hit for enough to knock out a lot of things now, even with poison. I guess I could try to replace them with some Giovanni's Schemes, but those are supporters and therefore I can't use them as effectively.

Post rotation, I would remove the AZ, Super Scoop Ups and Muscle Bands, and add in two more Revitalizers, four Giovanni's Scheme, and a Super Rod. Ideally, I would want to find a way to fit in Shaymin Exs / VS Seeker, but hey, this IS a budget deck.

This revised deck list is definitely not perfect, but having Serperiors be knocked out and then using Revitalizer to put them back into your hand, FoGP to evolve quickly is the best I can think of at the moment as a replacement. You could Super Rod to put some energy back into your deck as well. Four Giovanni's Scheme is rather clunky compared to Muscle Band, but again I think it's the best option I now have.

Maybe you could come up with a better strategy? (After all I'm probably forgetting some good card, it's getting late :p)I encourage you to see what you can do with this deck in standard!
