Maybe, but Colosseum did add in more Pokémon before FRLG too and RS never outright banned Pokémon outside of the Regional Dex.
 
The almost final tally* of the fallen who never appeared in the SM era:
-Gen 1: Abra, Kadabra, Alakazam
-Gen 2: Sentret, Furret, Pichu, Bellossom, Smoochum, Elekid, Magby
-Gen 3: Zigzagoon, Linoone (not too torn up about these since they have Galar forms and so will be in Swish)
-Gen 4: Budew, Burmy, Wormadam, Mothim, Chingling, Bonsly, Mime Jr., Mantyke
-Gen 5: Servine, Serperior, Oshawott, Dewott, Samurott, Timburr, Gurdurr, Conkeldurr, Maractus, Solosis, Duosion, Reuniclus, Frillish, Jellicent, Klink, Klang, Klinklang, Mienfoo, Mienshao
-Gen 6: Quilladin, Chesnaught

(* - Muppet Babies TTGX seems to be coming from High Class 2019 so that may have a few news cards; also, there's still some SM-P promos to be revealed)
 
It's looking like the Klink line might be getting Galar Forms as well, since this has been spotted in videos:

That would make sense and provide a reason why they've conveniently ignored it despite being the only line from a small typing to not appear in SM.
