Your friend is most likely guessing. Black and White's main dex is going to consist of purely 5th gen pokemon, ruling them out for a pre-E4 appearance.

There might be an evo or two post-E4, but considering how each Eeveelution covers a stat, with one of them being used twice, then the chances are slim.

But of course, I'm just putting my two cents into the matter. Only time will tell.
