New HGSS Promos Found

Hey all.

I found these promos at my local Wal-Mart (see attached).

What did these come with? Were they blister packs, or were they like the Hoothoot/Noctowl Promos?
 
I should have elaborated earlier.

They came together (like the Hoothoot and Noctowl) with one pack of HS-Unleashed and one POP-9 pack.

And to answer SplitHeavens, the Cleffa I uploaded is Promo 12 and I'm pretty sure the other promos are Latias (Promo 10) and Latios (Promo 11) that come in the HS-Unleashed Blister Pack.

Aha, HGSS10 and HGSS11 are definitely Latias and Latios respectively. I saw them on ebay. ;)

It's interesting that TPCi is reprinting these cards as black stars. I know Japan does this often, but I'm fairly certain this is a first for us.
