Meh, it depends. It's biased anyhow.
You can play a deck that is easy to nab a few prizes with but hard to actually win with. The so-called speedier decks. Then, you'd have more losses thanks to this rule.
You could also play a deck that is slow but more consistent. Resulting in more wins with this rule.
I'm personally a bigger fan of speed decks, but the meta tends to shift to the slower and slower side.
The only things that gained speed the last 3 sets were because of DCE, but it's clear that the average energy per damage cost has been increased for most cards. Therefore, they increase the time limit. It's understandable I suppose, but it encourages playing "donk" decks, to bypass the new slower time limit. Not my cup of tea at all.
The other thing about the Pokemon TCG is that there are hardly any decks that have actual "explosive" turns. Most decks tend to nab 1-2 prizes every turn once they're set up and that's the max. With the entrance of Lost World, this will probably change and the game will be more strategy-oriented. Then, 3 more turns can truly turn the game around. Now it just can't really have much influence. It's quite often very foreseeable who the winner of a match will be 10 minutes in.
