One Grass Pokemon cut from Boundaries Crossed?

So based on the number of the recently revealed Charizard card (20) and counting that Charmander and Charmeleon will be 18 and 19, that would mean that 1 - 17 should be grass. But here's the thing, the Japanese set has 18 grass Pokemon. Which one do you all think will be cut?

As noted in the news thread, the only way the fire types can be filled up is with National Beginning Set cards, unless we get some cards early. This means that if we do the NBS cards, it's likely that Snivy's family and also possibly Shaymin should be in BC. So it's really fitting 22 grass type cards into 17 spots.
