It's a pity really, because the answer is 20. (Or 19, if you count starting moves as level 1 instead of level 0.)

Oh yeah, and if you meant Larvesta instead of Volcarona, the answer there is 40 (or 39 depending on your view), which is, again, not one of the choices given, meaning that every choice is wrong.
Another failure of a question I see before my eyes.

I was meaning that how many levels it would be before it learned the 6th move, not the amount of moves it learned on any level. But I do see where you're coming from.
