You can retreat as many times as you want during your turn, so to answer your question, after using Palkia's ability, you can retreat.

Wrong.

You can only retreat ONCE per turn.

Palkia's PokePower DOES NOT count as a retreat. So, providing you DID NOT retreat BEFORE using the PokePower, then yes, you COULD retreat AFTER using the PokePower.
 
No, you can only retreat once per turn, not counting switching with an effect. Effects that switch your Pokemon are not retreating, so there is no limit on how many times you can switch your Pokemon, just on retreating. So, yes, you could Restructure and then retreat.
 
If you play a card that makes you switch Pokemon, that's not a retreat... but you can only retreat once a turn.
 
Okay. Clearing it up.

Retreating by discarding or free retreat or USING THE POKEMON's retreat cost; is retreating.

Switch, Warp Point, Poke powers, bodies, trainers, anything else can "switch" your pokemon as many times as you play them.
