You have to go through the stages.

Works like the Jirachi from HL. When you find the pokemon, you place is on the pokemon, and then your turn ends.

You'll have to find the next level up from the pokemon you want to evolve. So a stage 1 if its a basic or a stage 2 if its a stage 1.

The clean logic is this. Phione (And Technical Machine TS-1 for that matter) tell you to seek out a card that EVOLVES FROM THAT PARTICULAR POKEMON. Does Empoleon evolve out of Piplup? No. Does Prinplup evolve out of Piplup? Yes.
That is the answer.
