Pokemon phione?

Is Phione a legendary?

its breed FROM a legendary.
but i still dont really see why it matters
i mean, why do we need to know?
 
Legendary should be 1 per game or event only. You can breed Manaphy to get as many Phione as you want.
 
Phione IS actually a legendary, but just like Rotom;
- It doesn't have a total stats of 600 or above like other legendaries have.
- Phione is (just like Rotom) breedable... I know Manaphy too, but it doesn't give offspring to more Manaphys.
- Phione doesn't have a specific role, or signature move/ability.

And like said before, you can get as many as you want (by breeding)

So just like Rotom it misses too much factors of being a legendary. Although it's officially classified as a legendary and thus it makes Phione the legendary with the lowest base stats.
 
^^ as said above. Pokemon.com officially announced(the page was deleted of course, cause PUSA sucks) that Phione AND Rotom are legendaries. The only way to get Phione is to breed a legend, and so it is a legend. It may have low base stats, but it is a legendary.

You're partly right. Rotom isn't a legendary. Pokemon.com/Nintendo did never comfirm that. It's rare, but not a legendary.

And also, Phione is known as ''the legendary with the lowest total stats'' and otherwise Rotom would have had that title.
 
Base stats hardly have to do with it. Does having high sp. def or speed determine if something whose stories have been passed though the ages is a LEGENDary(let's not forget what this means)? I don't think so. If, just if, arceus had total base stats of only 500 and yet it is the GOD OF THE POKEMON UNIVERSE would it not be a legendary?
 
Phione is a legendary, just an odd one. xP

It's because Phione is bred from a legendary which is not like the normal legendary qualities, but I still consider it a legendary because it's part of the legendary Manaphy chain. It may have some of the weakest stats. of all legendaries, but I still consider it one. =D

Yeah but all legendaries have a TOTAL stats of 600 or above. It's just one of the million ways to classify a Pokemon as a legendary, there a more rules what the Pokemon has to have if it would be classified as a legendary.

And no I wasn't trying to say it does make sense of high their stats are, I was just saying Phione is known as the legendary with the lowest stats, and if Rotom was a legendary Phione wouldn't have that title anymore, because Rotom's stats are lower.

But...rotom is legendary...you're stubborn! And I see what you're saying about the base stats thing now.
 
Rotom isn't a Legendary. It's just...not. For many of the reasons listed. He hasn't appeared in the Movies either. >__>

What I really think, and what I think you'll agree with, is it's pseudo-legendary. That would 1 pseudo-legendary pokemon for every gen except for the 3rd.

Gyarados, Lucario, Arcanine, Milotic, Togepi etc. are all known as a pseudo-legendary, and some of them pretty common. So having the title; ''pseudo-legendary'' means nothing, just that the Pokemon is rare, called legendary in game/anime or just seen as ''legendary'' because of its great power (Gyarados) mythical power (Togepi + evo's), etc. Pseudo-legendary is just a title given to a Pokemon when CAN be seen as legendary, nothing else.

*The ''real'' pseudo-legendaries are known as; Dragonite, Tyrannitar, Salamence, Metagross and Garchomp.
