1. Analyze the stats of the card (HP, Weakness, Resistance, Retreat cost).
A 120 HP on a Stage 2 is, for all intents and purposes, quite decent. The Lightning weakness is a shame as it's now wide open to Luxray, but the Fighting resistance makes it put up more of a fight against things like Machamp. Free retreat is also good.
2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies) of the card.
No doubt the card draws your attention to its first attack, Headwind. For a single DCE it does only a paltry 20 damage, which is pretty low for a Stage 2, but the side effect is phenomenal; it increases the target's attack cost next turn by 2. That will stop a LOT of things. It means Gyarados will need 2 energy attached (not that hard with Rescue Energy, but you still need to waste time), Flash Impact will need LCC plus Gain, Dragon Rush will need 2 DCE and a Gain...you get the idea. It practically requires your opponent to have an excess of Energy in play.
3. What combos can you use it with? How so?
You can use this card in similar fashion to Shiftry - have a bunch of supportive techs on the bench (like Dugtrio) so that, if your opponent can't attack, at least they can't retreat scot-free (which Luxchomp does a lot). Too bad you can't switch Pidgeot right after attacking, or you could yank up Victreebel TM to hinder retreat. In any case, this deck necessitates running lots of DCE so it can Headwind right away. ...But on something more realistic, you could use this card with Vileplume to really slow your opponent down.
4. What techs can you use to combat the weak points?
Bubble Coat. That's the most obvious thing that comes to mind, although Vileplume might be able to work...still, Vileplume really doesn't combat Pidgeot's weak point. Expert Belt is also feasible, so Headwind will do 40 damage instead of a paltry 20.

3.5/5. I must say, for a rogue card, it definitely has potential, and lots of it. When the next format comes around, I wouldn't be surprised if this card sees a lot of use. I'd love to see decks centered around this thing, and I don't say that just because I like Pidgeot in general.
