Ruling Piloswine from BREAKthrough

Pilowsine's attack reads:

This attack does 10 more damage for each [C] in the retreat cost of your Swinub, Piloswine, and Mamoswine.

What I'd like to know is specifically where these Swinub, Piloswine, and Mamoswine have to be located. It doesn't clearly say on your bench or in your deck or in your prize cards or in your pocket.

Those in play, i.e. Active or Bench. I don't know of a good precedent for that being the "default" on language like that, but there's really no other sensible way for the card to be played.

Gathering Footstep's damage will increase from additions to each of Swinub/Piloswine/Mamoswine's Retreat Costs via cards like Team Aqua's Secret Base/Team Aqua's Muk, correct?
