when you are facing a palkia from ge and it uses transback and the coin flip is heads and i have no bench dose my opponent still use the effect? if so he would win.

It's strange, but there is no ruling in the Compendium on this one. However, there is one for Machamp GL, which has a similar attack. It explicitly states that you can't use the effect if the Defending Poke is the only one your opponent has. I'd say this should count for Palkia, too, but this needs someone to confirm it for me.

Unless the card specifically says you cannot use an attack or effect for some reason or another, you can use it. If you flip the heads, and that is their last Pokemon in play, you win. This is somewhat similar to Uxie's Psychic Restore. If Uxie is your last Pokemon, you CAN put it under and lose. You just choose not to. It does not specifically say "If you have no Benched Pokemon, you cannot use this effect."
