As is standard for our collaboration, I instructed Athena to pick any Pokemon she liked, and I would make our entry around it. I don't like to make demands of my artists, because I see their contribution as more important than my own. So after many grueling hours and harsh deliberation, she
totally copped out decided on Mew.
I wanted to avoid the Mew standard of being able to copy Pokemon's attacks, even if it was just the player's. So I decided to bring back an old favorite.
Older players will recognize Splice as very similar to certain Holon's Pokemon we got in the ex era that could be attached to Pokemon and become Special Energy cards (
example).
It's powerful, so it could be added to any deck, but the fact that it's a basic with 30 life should be enough of a deterrent to wanting to run four, especially in combination with cards that can attach Energy. The attack requiring [P] instead of [C] is a conscious one. I believe that the power is strong enough to warrant the card's use, and so the attack should not necessarily be splashable (see: Mr. Mime PLF, Jirachi-EX, every Safeguarder).
