LV, all PBR Pikachu are Hardy, so you'll never get a Timid one. If you do, it's hacked.

?? ... I didn't know that ... good and bad at the time ... so you can't fully EV train him ...

You can get a Timid Pichu with Surf ... from Pokemon Box ... just keep reseting your GBA/SP one step before the egg hatch and you will get a Surfing Timid Pichu ... my Tipp

That also can't happen because in order to get that Surfing Pichu from Box to RSEFRLG to DP, you'd have to migrate it - which means deleting Surf.
