I made a list like this for myself out of curiosity to see if there were any general trends as to which Pokemon never appear as 1 of their types. I've seen other people talk about Pokemon which have never had 1 of their types represented in the TCG, so I figured I'd share this.
Some ground rules:
Grass and Bug Pokemon lacking Grass cards
Fire Pokemon lacking Fire cards
Water and Ice Pokemon lacking Water cards
Electric Pokemon lacking Lightning cards
Psychic, Ghost, and Fairy Pokemon lacking Psychic cards
Fighting, Ground, and Rock Pokemon lacking Fighting cards
Dark and Poison Pokemon lacking Darkness cards
Steel Pokemon lacking Metal cards
Dragon Pokemon lacking Dragon cards
Normal Pokemon lacking Colorless cards
Flying Pokemon which lack Colorless cards but have appeared with "Flying properties" (Lightning Weakness/Fighting Resistance)
Flying Pokemon which lack Colorless cards and have not appeared with Flying properties
Old TCG Typings (Dragon, Poison, & Fairy)
Pokemon Who Only Repped a Type Under Special Circumstances
Pokemon whose types share the same TCG type and have not properly repped one

Let me know if I made a mistake somewhere.
Some ground rules:
- Tag Teams count (i.e. Psychic Solgaleo, Dragon Guzzlord, and Colorless Legendary Birds).
- Dual-type cards count, so long as the dual-types in that set are based on the Pokemon's actual types.
- Owner's Pokemon count (e.g. Team Magma's Aron/Lairon/Aggron are the only times those Pokemon have been Fighting-type).
- Crystal Pokemon do not count as Colorless.
- Jumbo cards do not count.
- Forms are counted as 1 Pokemon unless the TCG gives the forms different names.
- For instance, even though Zygarde 10% Forme has never had a Dragon-type card, it is excluded from this list because all Zygarde forms are just considered "Zygarde." Another example would be Zen Mode Darmanitan, which has never appeared as a Fire-type but both forms are called "Darmanitan."
- Conversely, even though Necrozma and Dawn Wings Necrozma cards are always Psychic, Necrozma's forms are effectively 4 individual species as far as the TCG is concerned, and therefore Dusk Mane and Ultra Necrozma are included among the missing Psychics. Similar examples include Mega Evolutions and regional variants.
Although it is currently not relevant, I am considering not counting Tera Pokemon ex even if the card represents a type the Pokemon actually has (e.g. a hypothetical Tera Grass Ferrothorn or Tera Fire Coalossal). The reason I feel this way is because the main purpose of this list is to catalogue when dual-type Pokemon are skewed toward always being represented by only 1 of their types, and within the mechanics of the video games Terastallized Pokemon are technically always monotype.On second thought, the same could be said for Tag Teams (i.e. Solgaleo & Lunala-GX has to be Psychic-type since that's the type they share), so I think I'll count it as long as the Tera Jewel matches a type they actually have (e.g. Dragon Tera Dragapult ex). Or maybe I'll make a whole separate list for Pokemon who only represented a type in an unusual manner (Dual-Type, Tag Team, Tera, Silvally's Memory Tools).- Pokemon and forms which do not have a card at all are marked with an asterisk.
