Pokemon Communication or Ultra Ball?

I feel like Level Ball will be used a lot more so than Heavy Ball, just since almost all decks (all that I can think of, at least) run Pokemon with less than 100 HP that will usually be useful (sort of like a Dual Ball without a flip that can get Stage 1s from Stage 2 lines and not dragons, genies, etc). Heavy Ball will be useful sometimes, but both have the problem of not being able to grab any Pokemon.

Yeah, that's true. Heavy Ball isn't really that versatile. If only it were 2 retreat or more, it would be really good. :/

Personally, I think both Ultra Ball and Pokemon Communication are good cards, both having their advantages and disadvantages. Ultra Ball is pretty good to use when you don't have a Pokemon in your hand, or if you have something to get rid of out of your hand. Pokemon Communication can be rather efficient in that it can get rid of unneeded Pokemon in your hand and exchange for a newer, needed one.

As of now, I think both of these cards will be staples in a lot of decks. The count will most likely be 4 Communication and 3 Ultra Ball. The reason why you run 3 is because if you play 3-4 Junk Arm in your deck as well, you can be discarding quite a large amount of cards. However, only time will tell. Perhaps the count could even increase to 4 just for the sake of easily getting evolved Pokemon (due to the fact that right now, Pokemon Communication is one of the few efficient ways to grab evolved Pokemon)

^If decks run fine with 4 Communication now, I'm doubtful the count of these cards combined will rise above 5 (maybe 6) just because deck space is tight.

Depends on the deck. Ultra Ball will find its way into Reshiphlosion decks, because it'll discard Energy that Typhlosion Prime can bring back. Pokemon Collection is for...non-discarding decks/hand-limiting things with Magnezone Prime in there.
