We have come to this conclusion as the Dragon Selection set was missed out in the english release of Dragons Exalted, so this could be included in the box to make up for the English TCG missing out on the mini-set.

An unlikely event is that all the cards in the box could be a promo mini-set, of the Japanese Dragons Selection.
