Hey is the Dream World up and running in America or not? Because i put my Raikou in for a nap and i tried to get to the Dream World and i was staring at a spinning loading screen for half an hour and it stayed at 0% the whole time.:headbang
 
You probably don't have compatible Wi-Fi. I believe that there are also threads to ask questions like this on.

As for your question... Is your problem on the Global Link site? If it is, many people had that problem... initially. I haven't heard of any problems since the launch of it, though. Huh. Try looking at this.
