Then, how about Level 100 Charizard and EV trained Elekid for 10 ANVI Raikou.

EV Trained Elekid - Level 13
Nature: Adamant
EVs: 6 HP, 252 Attack, 252 Speed I Believe
Attacks: Fire Punch, Ice Punch, Low Kick, Quick Attack

This Elekid has max stats on Attack on Speed

Just attach Explosion to any Pokemon you want to give away. I should be able to trade in 10 minutes.
