The water Pokémon run around looking for a puddle, and then they drink (but don't swallow) it, and they go back to their enemy and spit water in their face. Same thing with Razor leaf, they just pick up a handful of leaves, and throw them.

Interesting idea, I also realised, when you fire a water gun (in the anime and the games) does the water seemingly disappear? I'm not sure about that, but like for poison attacks, pokemons' bodies are constantly making new poison, as humans make blood and saliva.

It doesn't make sense to me but it does make battling a whole lot easier because without that plothole, you could never use water Pokemon very often because most DPP battles exist on dry, soild terrain.
