This version of the Base Set is not well known by the Pokemon community. It is unique because of the different copyright in the fine print: ©1999-2000 Wizards. Some believe this is an error that has occurred to every card. I am of a different opinion that these cards were only released in boxes made in the UK. I thought it would be beneficial to discuss it. I myself would like to know more about it. For example, does the Machamp card exist for this set, released in special theme decks? (Quick Edit 12-22-10 Update: Yes, see scan below!) This might bring new awareness to the history of Pokemon. Perhaps some of the experts here on Pokebeach have information concerning this set. This set is actually very very difficult to collect. I live in the UK and still have some of the cards from the Base set from when I was a kid. I checked some of the rares that my sister and I had.
Most of them are ©1999 Wizards but there are a few ©1999-2000 Wizards. Among those are a Hitmonchan and a Ninetales that my sister and I got from the theme decks back then, a Dugtrio and an Electrode which if I remember right were from the 1st two boosters I bought, and an Alakazam and Clefairy which I bought a few months ago from someone in the USA (over ebay).
If this was an error I don't think that it affected every card because a Chansey I got at the same time as the USA cards did have the ©1999. Also a Charizard I got about a month or two after the Dugtrio/Electode has that as well. However I can't confrim that either sets of boosters (the USA ones and the old UK ones) came from the same booster box.
Also, the Machamp from the starter set I got is a ©1999 Wizards as well.

PokePop from Pokegym says that it is technically the 8th print run. Run 1 was the 1st Edition and Shadowless cards. Runs 2-7 were identical print runs of Unlimited (which may explain why there were occasional error cards). The 8th run is the U.K. release apparently, occurring around the same time Base 2 was released, thus sharing the same copyright data as Base 2 cards. But yes, it is definitely the 4th unique version.
 
Found a Clefairy Doll in my binder. It's the only 1999-2000 card I have. I saw my friend had a Meowth 1999-2000 card. What should we call this set?
 
Meowth is from the Jungle Set. I have suspected for a long time that the Base Set, Jungle Set, and Fossil Set were all made with the ©1999-2000 Wizards copyright in the U.K. There are no scans on the internet to prove it though. Assuming it is the case, it would probably be fair to call them:
U.K. Base Set ©1999-2000 Wizards
U.K. Jungle Set ©1999-2000 Wizards
U.K. Fossil Set ©1999-2000 Wizards

The differences are so subtle that for 10-11 years collectors have mixed them up unknowingly and made them difficult to impossible to collect as sets without booster boxes. Everyone should check closely all of their old cards.
 
I'm pretty sure it's only the Base Set cards that exclusively have 1999-2000. It seems Jungle and Fossil have always had 1999-2000.

I discovered a picture of a Fossil Zapdos with ©1999-2000 Wizards. It looks like this set does exist after all... or it is only the special theme deck version.

Probably the first scan ever of Machamp ©1999-2000 Wizards on the internet! There are indeed 102 cards in this Base Set.
