It works like this. For example someone requests a vulpix avatar and said it should have a red border with no text. It means you don't add the text you just do the border and the pic of a vulpix.

I hope you understand this explanation.

I mean do you have to have paint to do this, or can you create images on photobucket?
 
I just found it on my computer. Need any workers? Made banner and avatar in hurry so there are not that great.
