I'm pretty sure the other cards you mentioned are unplayable, though. In the case of Lucario Spirit Link, because M Lucario EX had rotated.
No Removal Gym was orphaned when it first printed, and while you could have it in a deck, it wouldn't do anything because Energy Removals had been rotated out at the time.

Dark Crobat from Neo Destiny didn't have a Dark Golbat to evolve from and was unplayable until Pokemon Breeder was reprinted (I think).

I’m pretty sure Base Set didn’t rotate until later. I seem to remember BS Blastoise and NG Feraligatr being a thing.
 
The only problem would be cycling rare candy. Something like regileki could work, but it seems inconsistent.
Yeah, the only other way it could work is to have 4 copies of tm evo and attack every other turn with max belt attached. That being said, this deck will never be bdif 😂
