1/5. The text looks horrible. And the card looks dated along with the artwork. Sort out the text and I'll rate it 2/5 instead.
That might have been a bot harsh. Sort out the text, and maybe get some blanks to use that look new, not ones that look like they're from 2004. And the text is usually the same color. It's 2/5 as one was a bit harsh.
Hm...interesting choice of fonts and placement. While I could see it fitting in with other TCGs, I just don't think it works with Pokémon. Sorry!
Try using some newer blanks -- either the HGSS ones or, if you like Neo, I have my Neo Redux blanks on my Photobucket here.
As for actual wording and such -- try to improve your grammar. Swagger should be "The Defending Pokémon is now Confused" ;"is" and "now" shouldn't be capitalized.

Text is off, attacks are broken, blank is old, and a retreat cost of 3 makes no sense. And Weakness/Resistance usually have the numbers of how much (ex: +10;-20)
