I'm thinking about raising a Porygon-Z with Modest nature, Choice Scarf and 252 EVs in both special attack and speed. I'm not sure if I should go with Hyper Beam or Tri Attack or both? Also any other tips on movesets for him etc. would be helpful :)

Not sure if this is the right place for this thread, but definately Tri Attack. Hyper Beam will just leave you open to revenge kills on the next turn since you can't switch. The status from Tri Attack can also come in handy.

Yes, definitely tri-beam. You also want to consider Tbolt, Ice Beam, Nasty Plot, and Focus Blast to your set.

Nasty Plot shouldn't go on a Choice Scarf set :p. Tbolt and Ice Beam are both really good, and should be considered.

Do you think Psychic would be could for weakness coverage or is it not worth it?

Psychic brings zero coverage to the table.

EVs: 4 HP / 252 SpAtk / 252 Speed
Item: Choice Scarf
Nature: Modest for more power, Timid for more speed
Ability: Adaptability
Tri Attack
HP Fighting
Dark Pulse
Trick

Tri Attack is a STAB move, HP Fighting hits Steel-types who would wall you all night, and Dark Pulse is to hit Ghost-types that are immune to your other moves. Trick cripples special walls who attempt to wall you.

In the future, please remember to post all questions related to competitive VG in the The Competitive Battling Questions Thread. This doesn't really deserve its own thread.
