Okay, the strategy of this deck is very simple and straight forward. Use Palkia-EX and Aqua Patch to get all your Energy on the board ASAP, using Exp. Share to keep damage high (the best this deck can do is 250 damage by turn three) and use Manaphy to switch between Primarinas. Here's the list:

12 Basic Water Energy (12 is the perfect number in my opinion, allowing you to trade one shots with Solgaleo-GX, while they'll two shot you, four shot if you juggle Primarinas.)

I think this could actually be a top contender in the next meta thanks to GUR Garbodor slowing things down. I don't like the huge mass of Items in this deck, but so long as you don't let Garbodor one shot you you can just juggle Primarinas. Let me know what you guys think! As always, suggestions and comments are appreciated. :)
 
You still probably want a Field Blower or two so Garbotoxin wouldn't shut Manaphy down.

Also, do you think Guardians Rising Rayquaza would be good to get Energy back after a Primarina goes down?

Rough Seas is actually amazing with Manaphy because then a damaged Primarina can sit on the bench for a few turn to heal up and then get back in the fray. If you are committed to Brooklet Hill though the game may turn back into a Decideuye's favor. While it may seem that Brooklet Hill is useful against a Plume Lock all it would do is setup Popplio's for Feather Arrows. I'd say that is one the most importnat matchups that you would want to play and deck test against. If it still functions well enough against it then a Grand Heal might be all you need. Good Luck cause I love this deck and wish I could make it.

Also, you have 4 Rare Candy listed. If you are super concerned about getting it drop one for a Skyla, and if it was just a typo drop one for a Hex Maniac.
 
Using Skyla to get Brooklet Hill for the early game, then replacing it with Rough Seas later on may be an interesting trick. Maybe a 2/2 or 1/2 or something of them? You'd basically grab Skyla turn one with Lele mainly, then reuse Skyla for Rare Candy as needed.

While that is ABSOLUTELY a play preference, you can expect to be down in prizes until the late game.

I tend to think of everything as a fast deck as my three ptcgo decks are vespiquen, passimian and rainbow road lol. I use two Shaymins in case one is prized, that happens to me all the time in ptcgo because I only have one lol. Decided a 3-3 split of N and Sycamore made the most sense though. I will playtest when I can make proxies and if Skyla seems critical I may drop a Shaymin for it.
