Do you think Alolan Ninetales is viable or useful in this deck or do you think it's better as an extra deck slot?

I definitely believe in order for Lapras Water Box to stay a competitive deck next rotation, it will likely need the inclusion of Alolan Ninetales (BUS). Lapras already kinda fell off the map as the 2016-2017 rotation came to a close, so with or without Alolan Ninetales (BUS) I have low hopes it will ever see Tier 2, nevermind Tier 1 next rotation. Also by the way, Trainers Mail (ROS) isn't rotating so you're going to want to find a replacement for that.
