Ruling Power Spray and coin flipping powers

Power Spray says:
You may play this card during your opponent's turn when your opponent's Pokemon uses any Poke-Power. Prevent all effects of that Poke-Power. (This counts as that Pokemon using its Poke-power.)...

If your pokepower involves a coin flip like SF Infernape, does your opponent need to power spray it immediately, or can he wait to see the result of the flip? What it come down to is whether or not the coin flip is an "effect of that Poke-Power"

Here's what my league leader says:

"You must announce you're blocking a power right when the power is announced"

So, you could not see the result of the coin flip, as you would have used up your time to use the Power Spray.

The person would have to use power spray before the flip, as power spray is played when the power is USED (aka the power is called).
Anything else after the text:
Once during your turn (before your attack) OR
Once during your turn (before your attack) you may use this power. If you do, your turn ends.

is going to be the "effect" of the power, including coin flips.
The coin flips determine the effect of the power (in most cases whether you get to use the effect or not),
but are also an "effect" of the power, which comes after the power being used.
If the spray isn't used before the coin flip, then you can't spray the power.
