So after lots of experimenting with different combinations of Pokemon to have a solid water deck, I've finally found a pretty consistent List here. I tried running a deck with just Primarina but found it was too slow and found it hard to get Primarina out in time. Lapras and Golduck break were the key here. If you can get Lapras out early, he provides a very good starter and is durable enough to withstand the first couple early attacks until you get Golduck Break, Primarina and the other Lapras out. You simply can't find consistent wins unless you have a beefy starter like Lapras or maybe Palkia who can take early hits and keep your hand from getting stuck.
You might have noticed I have no rare candies in this deck. Surprisingly I've had more success with the Wally's than when I was using rare candies. The priority of this deck goes to Golduck break tho. Once he is out he can move around energies at will, which is a HUGE key to this deck. If you can get out at least 3 of either Lapras or Primarina GX, you can freely replace lower health attackers with fresh ones (with Manaphy) while also moving energies with Golduck Breaks Hyper Transfer ability. With 4 rough seas you have pretty consistent healing for damaged attackers on the bench. Late game when there is between 8-10 energy in play, Primarina's Bubble Beat attack works just like Darkrai's Dark Pulse. She can hit with the power of all your energy in play while only having two energy on herself. Golduck is also a solid attacker that can dish out 120 damage with only one energy cost. I don't often use Staryu but he is there in case I need energy recovery against opponents that focus on discarding your energy.
The strength of this deck is its versatility, being able to shift around Pokemon and energy while healing constantly with rough seas. I think the list of trainers could use some work but the Wally's are huge in getting out the stage 2 guys in time. I only have 2 Lapras but I think having 3 or 4 (replacing the Staryu line) would make the deck even better. It's just too important to have Lapras as the starter. The success so far is surprising and I think there is a lot of untapped potential in Primarina, since her attack could also be enhanced with dragon energy. Dragon Pokemon would also be able to take advantage of manaphy's free retreat ability. Mixing it with the dragon element would also help to address the decks obvious weakness to the increasingly popular grass decks
