Can I use on a tournament promo cards like cranidos (from those packs) or lv.x like Porygon Z lv.x ?

I'm almost 100% sure you can, so long as it's a promo released in the timeframe of HP - GE expansions.

You can use any cards except fakes as long as it suits the timeframe required. This includes POP, promos etc. Though some tournaments ban cards even if they are in the timeframe required. I went to a ruby-on tourney but the banned admin and pow hand extension.

But in the case of Porygon-Z Level X, wouldn't that not be allowed, as it's only been released in Japan?

Any card that's not released outside of Japan is not allowed to be used in well, countries other than Japan.
