1.Play draw pokemon and supporters. (Shaymin EX, Sycamore/Juniper)
2.Try to have a strategy or plan to follow and as many ways to get to it as possible.
3.Play every card for a reason.

If you really like the idea of a Psycic and Electric deck, you could try to play a night march deck (PHF Joltik, Lampent, and Pumpkaboo). It is pretty cheap other than Shaymin EX ROS, and is a highly effective deck. Of course in the long run night march won't really see to much more competitive play after this year because of the 2017 rotation. But it is a deck to consider.
 
back from a tourney, and heres some problems I've witnessed:

I need more golurk bad, especially the psychic/fighting one. BAD.

I need cards to shuffle my discard back into my deck (Nuuu Lysandre's trump card)

I need something to deal with opponents pokemon in backrow that are charging up.

As for pulling stuff out of the Discard pile there really isn't to much I can suggest except for time puzzle. As for dealing with there bench, you should look at the bat line from PHF

Not to be harsh, but I have absolutely no clue what you're trying to do here. Where is the strategy? Most of the cards listed aren't good. I could see you building a Manectric EX/Crobat deck (BatMan), but you would have to restructure your entire deck. I would make one for you, but I'm not the greatest at making decks. I'm only good at fixing them.
You NEED to get Shaymins and Juniper/Sycamore. If you can't afford them, too bad. Better start saving.

I was getting there, just more slowly.

What hes saying is true though. None of your Pokémon work towards one goal, its more scattered. Which is alright but for the best results you need to find a goal for your deck.
