Ok so my opponent uses psychic restore with uxie and has only 20 hp left, to attack my active Nidoking from RR with territoriality poke-body. Now Uxies psychic restore effect plays out before my poke-body on nidoking would put the 2 damage counters on right??
 
That is correct. Uxie finishes all the effects of its attack before NidoKing's would activate.
It is much like Gengar SF vs Uxie.
