I have a feeling that dusting will follow the latter for simplicity’s sake (it’s probably easier to code the game so that copies beyond the usable limits are instantly dusted than coding an option that gives players the choice in what gets dusted or not) as well as being a safeguard against players making incredibly foolish mistakes when given the choice to dust cards.We currently don't even know if we can dust any card we want or only copies beyond the maximum playable in a deck.
