Pokemon Question about a piece of pokemon merchandise

I have acquired a Pokemon mat sort of thing (it's made out of a material similar to tarp) and have not been able to find out a single piece of information about it. I was wondering if anyone here has seen anything like it and maybe could tell me about it (price, history, etc.) I would be greatly appreciative. Thanks, a picture is located below

Well it's definitely based off of the Japanese names of these Pokemon...

I don't know why they would print it in English.
 
It looks sorta like Twister. With a lot less space.... And no mention of a spinner. <,<

Honestly though I have no idea. Maybe it's just for decoration?

lol. I was going to say that. It definitely is Japanese but I have no clue what it is. ;f

Coz I could've asked on there about it.

Um, yeah, but you can go ask on pkmncollectors on LJ. They know everything for reals. Most likely sold at the Pokemon Center Tokyo when the franchise first blossomed... But I ain't too sure XD
 
Perhaps it's a table cloth, or picnic blanket? Or a wrapping paper used at Pokemon Center.
 
I am a member of Pokemon Collectors on LJ, and they were clueless too, but thanks for the advice. I'll probably just end up auctioning it there.
