Question about Card Sleeves

I feel like an idiot asking this, but I just realized that I still don't understand why the sleeves are sold in sets of 62, not 60. An answer would be much appreciated!
 
So you have a couple extra for your deck if something happens. Decks are always 60 cards, so if packs of sleeves were only sold in sets of 60, if you broke or lost one sleeve, you'd have to buy a whole new pack.

Yeah, but why 62, though... such a random number. Why not, say, 65? (I'm getting annoying now.)
