Ruling Question About Deck Building - Newbie :(

I can't find anything in the rulebook about this, and I searched the forums everywhere. I'm just wondering is there a limit of ex Pokemon you can put in your deck? Such as two Rocket's Mewtwo ex, or one Venasaur ex and one Rocket's Mewtwo ex. Also, this may be the case, but is there a downfall other than the obvious 2 prize card loss for ex Pokemon? Is that why there isn't any discussions on this? ;P
 
The rulebooks states no more than 4 copies per copy of card. That rule is applied to everything, but Basic Energies. That means no more than 4 Venusaur ex, for example. As for the limit of ex's, besides the no more than 4 rule, there is no limit.

In a deck, you can have 4 Mew Ex, 4 Mewtwo Ex, 4 Raquaza Ex, and so on. You don't have a limit but only four of one card.
 
Well, in tournaments, not as much since there aren't many left to use. But in leagues or free play, yes.
 
Really depends on the format you're playing on. 3/4 of the exs ever made is now banned hp-on but if you go to other formats like ruby-on you can play all exs there. But then again many normal cards in dp are much better than exs and add that with the 2 prices after you kill them its much better not to use exs now if you have the choice. Remember not every ex lives up to their term and some really, really suck.

yap there limit up to four so also lets say u want 2 flygon delata and 3 flygon ex d its aloud so you can run 4 exs of a pokemon and 4 reguler cards of the pokemon okay.
 
Is there a list of banned Pokemon ex somewhere? I'm looking but I don't see it. Thanks!
 
The format is HP-on...

Any pokemon (ex included) from Holon Phantoms and on are legal. Cards from older sets are not.
 
They rotate sets for three main reasons.

First is so they can continue to evolve the competitive game without worrying about older cards.

Second is to lower the cost of entry for new players. In an unlimited format, certain powerful cards will become overused, which drives up their after-market cost and prevents new players from coming in and being viable in a tournament.

Third, and most obvious, is that it makes you buy new cards.

There is also a very limited pool of cards from older sets (156 as of this writing) that can be used in Modified tournaments, because the same card has been reprinted in a set that is legal. Note that they have to be the exact same card for this rule to apply -- you can't use, say, an old Pikachu just because there's a different Pikachu in a newer set.
