Ruling Question about Milotic -Great Encounters

I Have a question about its attack. Milotic- Great Encounters


The card lists 3 energy for Twister and 50 hp for the attack.

Under the attack it says flip two coins. If both are tails this attack does nothing. For each heads, discard an energy attached to the defending Pokemon.

If both are tails, does it still do the 50 damage from the first part of the attack and you simple don't get to remove any energy cards or does it mean you don't get to do any damage at all.

The attack here means the attack that you choose. So, if it stated the attack does nothing, it will be like you declare an attack, but it does no damage and no effect at all.

"Nothing" means nothing. Damage would be something.
