Strategy:

This is a fairly standard Raichu-Bats deck; get raichu out, get 8 on bench, setup bats for stuff you can't 1-shot.
Zoroark Makes a fairly decent sencondary attacker, being able to put a Float Stone on them to utilise the extremely useful Stand-In ablility, just like the Keldeo-EX Rush In ability.

Forgot to add it to the list. I play 3 Ultra Ball. The 1 basic is for bats to be able to attack if needed without throwing out a DCE.
 
IMO, the Battle Compressors are not critical; whereas more Level Balls are.

With the incorporation of the 2-2 Zoroark line and the 2 Float Stones, the deck appears to be "clunky." Play- testing will definitely confirm/disprove this initial perception.

Secondly, why the Super Scoop Ups when you have only a 50% chance of success (or 0% if you are Item-locked)?

I too concur with @ToToLaw ; 1 Basic energy may not be enough.

Why no Teammates since there is a high probability your starting Pokemon will be KOd?

With Bats providing extra damage, I do not believe the Muscle Bands are critical.

Lastly, the 3 Professor Sycamore, 1 Judge, 1 Giovanni's Scheme, and the 2 Shaymin EXs seem woefully insufficient for consistent card drawing support, IMO.

Following are some thoughts regrding a few, suggested deck changes:

-3 Muscle Band
-3 Super Scoop Up
-2 Battle Compressor

+3 Level Ball
+1 AZ - really helps
+1 Professor Sycamore
+1 Teammates
+2 Lightning

I feel like in a format with all of the Special Energy hate, you need some way to attack with Raichu without having to rely on Special Energy. And of course one Lightning will never help you to power up Raichu because you only play one. Adding two or even one more Lightning Energy is something to consider.

Thanks for the feedback. I will try most of these out. I am however, reluctant to take out the bands though, as they make Raichu hit the ever critical 180 with consistancy. I have change both Giovanni and judge for Birches'. I am considering cutting a float stone and only 1 compressor (it helps make vs seeker live, especially on one-of supporters).
I have tested this deck extensively, both with and without Teammates. Not 100 percent liking the card in the deck; which is weird, I personally think it's one of the best cards in the game, at least for deck exactly like this.
Been trying to find space though for more energy in particular, and you have helped with exactly that. So thank you.
 
Also this deck uses almost all evolving so would it not be worth a wally or two (as much as I like him in general, he is a supporter :(). Same with evosoda, except it is an item so maybe go with 2-3. On the first turn or two it is a waist of hand space so only 2-3 is needed. These cards I feel make this deck more consistent and make it faster to hit for a lot with raichu. With wally you can hit about 80 damage with the right cards I fell you will get consistently.
