Short answer: No.
Long answer: No. It's too inconsistent, lacking in both search and draw, having too many straight needless cards(Fairy Energy, par example), the Pokemon are inassociated and hinder each other rather than support, and most of them are relatively useless anyway...

Most decks incorporate some sort of strategy. Like Night March, it tries to get enough Night March Pokemon in the discard pile to hit 180 damage consistently.

What's your strategy? Also you need to tell us what set the cards you are using came from.

If you want something consistent, you should play a 3-3-3 Magnezone and 4-4 Raichu, not that Raichu even needs Magnezone in the first place. (I'm assuming the Raichu with Circle Circuit and the Magnezone that lets you attach Energy from your hand; you should really specify which sets your Pokémon come from as there are several Dedenne in format.) Four Professor Sycamore is a must. It's staple draw power, and you really need a lot of draw power in this game. Other staples you should look at are VS Seeker and Ultra Ball if you really want your deck to be competitive. Just some general advice is to cut all of your one-ofs or make them not one-ofs.
