Originially, I like your idea for Pokemon although I always take into consideration what pokemon I'm going to pull opening hand and base my deck making on that. I like what you had for Pokemon but I feel as though all you have is a main attacker/secondary attacker and a tech. The way I based your Pokemon is that you'd be able to use Pichu's attack (which I know helps your opponent, and im totally against that.) to get a full bench, but only if you were to start out with it. That why I threw in the Raikou, so that if it was the only pokemon you get opening hand it can at least take a couple hits and you dont have to worry about losing a primary attacker.

I wasnt sure what to do with Cincino. You said it was your secondary attacker and if your able to get Pichu out and use playground its a perfect opportunity to use his attack a few turns later in the game. I feel as though Electivire is too good a card to not use in a Rogue Electric deck. The combination of it's "Plasma" attack for one lighting and Raichu primes Voltage Increase is perfect if Electivire is one hit away from being taken out. Thunder Shot seems like too many Electric energy to use, but your trainers will help you get them back if Electivire gets knocked out and your opponent is going to get a full bench from Pichu, so he's going to attach energys all around his board.

For Energy, I guess you could run DCE, I dont really think its necessary because everything in your deck can attack for low energy costs. The Rescue Energy are essentially your revives (for your basic and stage 1 cards, whichever gets knocked out).

Trainer-wise, Junk Arm is totally broken (which is why you dont have one maxed out trainer card in your deck), it can act as any trainer card. Rare Candy help get Electavire and Raichu prime out. Seekers are for Raichu prime or Raikou (low retreat costs. switch out and seeker). Thats basically it for your deck.

I don't know if your able to get most of the cards I listed since alot of them are rares, but whichever way you look at it, I think it would work this way; if you have any questions I would love to hear them!
 
When it comes out in english from red collection Eelektrik would be really good for the deck.

So when it comes out which could be next set or if unlucky the set after that.
