Is there a Starter Deck that had Rare Candy, Bebe's Search, etc?

None of them ever had Rawr Candeh, unfortunately...
But some had Bebe's, yes. I'm pretty sure the Electivire deck from SW did. Either that one or Darkrai from GE.
Cause I got each and ended up with 3 Bebe's. even though I never got any from packs.
So yeah. look into those decks. One of them has it.
Btw, this is how I get expensive trainers, too. xP (Like 3 Cynthia's/Buck's/Poke Radar.)

Take a look at the card listings on the backs of the theme decks. That will tell you the trainers that are in each one.

There no decks that has Rare Candy in it. As for Bebe's Search, there are 3 decks that has it. Armor Fortress(MT), Skull Charge(MT) and Lavaflow(SW)...
