Can I use Raticate's Hyper Fang with Muscle Band? Is it a KO? because its written that's 20 MORE damage... how is it?

Ok, so here's how this works. Raticate's attack doesn't actually do damage. Placing damage is different from physically dealing damage. Muscle Band only modifies damage that you actually do with attacks and not placing damage counters. So no, Muscle Band has no effect on Super Fang. You could however use Hypnotoxic Laser so that poison will Knock Out the Defending Pokemon in between turns after Super Fang.
