Alright, well, I'll do my best.

Starting off, I see it's a stage 1, which already makes it kinda bad. Stage 1 attackers are much more difficult to swarm. Then I see it's horrid 60 HP. I mean, really?! 60!? On a Stage 1?! Looking even further, it's got a fighting weakness to top it all off. Not sure how much worse this card can get until I read the attacks...

First attack is meh, discarding tools is cool but it's silly to run a crappy Stage 1 to do it instead of just using Tool Scrapper. Second attack is what makes Raticate interesting. For just 3 colorless energy, it brings a Pokemon down to 10 HP. This is MASSIVE against EX's and other high HP attackers, dealing up to 170 damage with one attack. It even goes through Eviolites!

The only way I could see this card being used is with Dusknoir to get massive damage onto the field, but the fact that it's a stage 1 with a less then sub-par HP just ruins it. I highly doubt this card will see any play due to it's faults completely outclassing the single benefit it has.

This card is really good depending on how you play it. Attach it a rocky helmet and when they attack you is a KO. Also with amoongus you can evolve and de-evolve to get the poison. With Aspertia Gym you can get +20 of HP. Even if you still have horrible HP and weakness you don't get night speared into the rattatas. Also with poison hypnotic beam, it will be even easier.
 
I Love/Hate this card. I love it's second attack, but hate it's HP. This card goes Great with Amoonguss and/or Rocky Helmet, but is autoloss to a starting Landorus EX or a first turn Registeel, (by way of Dark Patch and Energy Switch (Darkrai/Tornadus/Mewtwo decks)). Granite if you don't have to deal with sniping, this is actually a very very mean card, I expect it to be played, just, not that much.
