I made a huge update to this deck, but it could still use a little work. I've taken in and tested many different ideas and this is what I have found to work well for myself.

If I counted correctly, after this update there should only be 59 cards. I've been testing and testing and it seems that this deck is very improved. I took out a Raikou and that leaves me with one space left. I can't figure out what to put in, maybe a level ball or a Skyla or another tech option card. I'm not adding Keldeo -__-

Unfortunantly I'm not willing to take an Energy Switch to put in a Catcher. The Reason is because I've pulled off trick wins that my opponents weren't expecting. While I probably wouldn't do that do you think taking out an Energy Search instead would work?

Here is a change you could make if want shiny ray

- 1 super rod: i've made 7 eel decks in the last 9 months and find i only need 1 super rod

+ shiny ray: for siglyph

I think you should change the Energy Search into actual energy, or other things. Especially if you use Dragon Pulse or Celestial Roar. Running out of energy in your deck and/or discard can also be a problem sometimes, especially against Garbodor or decks that often take out several Eelektriks, and force you to attach more then if you had 3 Eels.

For what to add, I'd put in a Lightning Energy, a Tool Scrapper and another Switch or Catcher. Garbodor is really tough to deal with without Tool Scrapper, and if you're not running Keldeo, 4 Switch is a very good thing to have in my opinion, but I also don't run 3 Rayquaza EX, so that could help with your lower Switch count, but 4 Catcher is more of a staple.

Personally, I'd also take out an Energy Switch for the other thing you didn't put in, but 3 Energy Switches seems to be working for you.

And for what to take out for Rayquaza Shiny? I'd take out 1 Raikou EX, 1 is plenty, and you always have Super Rod, and starting with it if your opponent is running Terrakion is painful.

So, here are the changes I'd make.

-1 Raikou EX
-3 Energy Search

+1 Rayquaza DV/Shiny
+1 Lightning Energy
+1 Tool Scrapper
+1 Catcher/Switch

and maybe this
-1 Energy Switch
+1 Catcher/Switch

I played RayEels very successfully in the past, but I dropped it shortly after Cities started, so I'm not sure how helpful my advice will be, but I still hope I helped you out.

Alright! This is what I think you should do:

-1 Rayquaza EX (Can you ever imagine having 3 in play? If you end up getting one prized in some unfortunate event, you have the two Raikous and the Mewtwo to back you up!)

+1 Victini (Its what you wanted wasnt it? :D)

-1 Energy Switch/Energy Search (If you really want to use them for a surprise win, then don't play as many as 3, two is fine. In the end, you will probably end up using only one! And for energy search, the only thing you want o be using with that is getting Fires, playing 3 is...kinda bad...even 2 is too much)

+1 Lightning Energy (I think 8 lighting would be a happy medium in a RayEels Deck and would make up for the loss of your energy search/switch (preferably the search))

And also in my opinion, I would end up taking out a Raikou EX and putting in Tool Scrapper. You would already have so many varied attackers: 1 Raikou EX, 2 Rayquaza EX, 1 Mewtwo EX, 1 Regular Rayqauza. Plus, taking out those nasty eviolites could make or break the difference between having 3 energies on your Ray to having 4. So...

-1 Raikou EX
+1 Tool Scrapper

With Landorus EX being in the format I don't think 1 Super Rod is enough, you need at least 2 of them.
Also a 3rd Level Ball will help you getting out your Eelektriks as soon as possible.

My suggestion:
-1 Energy Switch (I don't think this card is necessary if you do not run Emolga.)
-1 Cheren

+1 Super Rod
+1 Level Ball

-It also helps getting the Lightning Energy into the discard pile.
